When does a writer want to use active voice instead of the passive voice

A writer wants to use an active voice when t he subject of the sentence performs the action expressed in the verb. like for the sentence:

The boy hugged the dog.

the bold words show the subject performing the action (the dog) and the individual being acted upon (the boy). This is an example of a sentence using the active voice.
