In my opinion, the correct answer would be C. In a newspaper, a headline reads "Policy Gets Green Light for No Parking Zone Changes." This would be a very satirical example because it uses the idiom that associates traffic and especially traffic jams ("to get a green light" = to be approved, to pass a bill, etc.) in a headline telling us that the parking zones will remain the same (which probably means that the traffic will continue to be chaotic). Satire is, in fact, a use of humor that ridicules people's ways. It most often ridicules politics, governments, social vices of people. This satirical example functions along the same lines, ridiculing the policy (and consequently, the short-sightedness of those who carry this policy).
