    C. The American people came from all over the world. because this can be proven. Whether or not "its the best" was "undreamed of" or meant to "represent a promise" are conjecture. I am not sure what opinion this fact could support but the fact says nothing about Jefferson or government but does speak of "idea" so B would likely be the opinion.
