If you are talking about The Lottery by Shirley Jackson, then Old Man Warner thinks highly of the lottery; in other words, he thinks highly of the old tradition. He believes the lottery will bring the town good harvests. He even goes out to say that other surrounding towns are crazy for stopping the lottery tradition, claiming that they will fall into chaos and barbarianism if they stop the lottery (because that will lead to bad crops).
Very resistant to change.
