Who is to blame for Juliet's death?

The whole tragedy of Romeo and Juliet is that they both killed them self. So there both really to blame for there own death. I mean you could say its Romeos fault because if she would have never met him then she wouldn't have gone to such drastic measures to keep there relationship going.
