Why is it significant that many Jim Crow laws reference gender as well as race

I think this is because of the perception that African Americans are considered "dim-witted" by many White Americans during their time. Black men have limited rights because of the segregation but for many black women they dont have the same rights with their male counterparts. Although many black women have been well educated during this era but they were not given the chance to be heard because of their race and their gender
