    In this short story by Ray Bradbury, the flickering lights are literally supposed to be the TVs. But in a literary sense, they represent the media that the government tries to distract the public with. 'The Pedestrian' focuses on how those in authority abuse the innocent and try to conform the public to narrow beliefs or rights.
