Does this sentence make sense "All cops aren't bad." If all cops aren't bad then there are no bad cops but theres obviously some bad cops. Shouldn't it be "Not all cops are bad?" I asked my cousin and he said the sentence makes sense but i don't see how.

    "Not all cops are bad" is correct. The first example is misleading and would cause confusion in the reader
