Because the Friar tells Romeo, that he should be careful when roaming the streets from his enemies. He is giving Romeo options to either wear a temporary disguise or to take a leave from the country to be safe.

Urgency

Friar Laurence is encouraging Romeo to hurry up and leave Verona. Romeo has been banished because he killed Tybalt in a murderous rage after Tybalt killed Mercutio. The Prince sentences Romeo to banishment and says that if he is found within the city walls that he will be executed. Romeo is desperate because he feels that life outside of Verona is no life at all and he'd be without his wife, Juliet. Friar Laurence is begging him to leave so that Romeo is not killed before they can come up with a plan to reverse the banishment.
