In the above paragraph, President Roosevelt assumed that Japanese Americans pose a threat to national security.

The above paragraph is part of an Executive Order No. 9066 wherein the President authorizes Japanese Relocation. He authorized the Secretary of War to prescribe military areas and gave the military authority to hold thousand of Japanese Americans and Japanese resident aliens in internment.
