They feel safe in the room above the antique shop for a couple of reasons.

First, Winston believes Mr. Charrington is a trustworthy man. They share an interest in the past and Winston believes he is sympathetic to those who rebel against the party.

Secondly, the room above the antique shop does not contain a telescreen. Without a telescreen, Big Brother cannot spy on them.

Because of the trustworthiness of Mr. Charrington's character and because the room lacks a telescreen, Winston and Julia feel safe meeting above the antique shop.
