How can propaganda be both positive and negative?

Propaganda is usually associated more often with a negative connotation, because propaganda can be used to make people believe that they should support a corrupt government, for example. People can be brainwashed by propaganda to believe that what they are doing is good, when in reality it is not.
On the other hand, propaganda can be positive when promoting just ideals to then create positive change.
