    To answer this question a person needs to think about the speech they are used to hearing. Apply the given phrase to each of the defining words. Most people don't know what "ten-twenty" means so it's not standard, and since we don't know exactly what the phrase means we can't exactly say it's ungrammatical. Any person has heard all the common slang thrown about in everyday speech and I'm sure we can all agree this phrase isn't common slang. The phrase is also written in plain English, one of the most common languages on earth. Dialects are made of multiple languages so this phrase isn't part of any dialect. Therefore, the Answer must be Jargon. Not everyone knows what jargon means but its the only option we have left.
