In the Emancipation Proclamation, what meaning is inferred by the phrase "suitable condition"?

1. That those persons who are eligible must prove that they have abstained from all violence, unless necessary for self-defence and that they will then be allowed to labor faithfully for reasonable wages

2. that those persons who have previous experience working in garrison forts, positions, stations or who have manned vessels are eligible to be received into the armed service of the United States

3. that those persons who were previously enslaved must have displayed the same minimum requirements for service in the armed forces as those who had not been enslaved

4. that those persons who live in territories or counties that appear in this proclamation will be considered for joining the armed services, as judged appropriate by military and naval authorities
