    The correct answer is rhetorical questions.

    Rhetorical questions are the types of questions which don't necessarily need an answer. So when the author writes "But when shall we be stronger?" he doesn't really need anyone to answer him - it is just his style of writing.

    Imperative sentences are some kinds of orders, appeal to ethos would mean that the author is giving evidence to support his or her claims, and exclamatory sentences have an exclamation mark.
