    That bulge on Earth appears because of the Moon's gravitational force. The water reacts to it much more then the ground, so practically the water on the side of the Earth that faces the Moon is pulled by the Moon's gravity, while the water on the side of the Earth opposite to the Moon is retracting, hence the far side bulge which is better known as high tide.
