Oglethorpe, the founder of the Colony of Georgia, envisioned an egalitarian society where everyone owned and worked their own land, and where slavery would be illegal. He was a philanthropist and had worked with many downtrodden people in England, including in the prison system, and knew there were many people in England who had trouble finding employment.

Oglethorpe's vision for Georgia was a colony where people from England could come to start over and do meaningful work, providing for themselves and their families.

The answer is D, although a better wording would be "hiring people from England to work"
