Young population could be expansive to care for, because in the countries with generally young population, there isn't enough work force to support (in financial and education sense) young.

    Explanation:

TFR (Total fertiliry rate) shows average number of children that one woman can gave birth in her reproductive age (usually between 15 and 50 years old).

Countries with high TFR are located in Sub-Saharan Africa. Those countries such as Niger, mali or Chad have TFR over 6. World highest TFR is in Niger (7). All of these countries have poor economy, lack of social and health care, low education rate etc.

When some country have lot of young people under the age of 15, those individuals have to be suport financialy and educationally. Number of adults (age 15-65) which are able to work (they are also know as work force), is smaller then young people.

This leads us in the problem where country doesn't have enogh people to support youngsters. This issue could get officials in financial problems because all those youngs need social and helath care, education and food.
