    Formulation of the environmental laws is duty of both the environmentalists and the government.

    Explanation:

    First, we need to understand that environments in grave danger as the global impacts on the environment that have occurred in the recent past are rampant and the laws need to restrain the people from taking action that destroys the natural wealth of the nation. The first challenge is to bring all the nations together towards environmental protection in general. Which is itself a difficult task as to get people to ratify the laws in three countries as their will is quite difficult as these laws have various restrictions and put both country and the partner's countries at the limited use of resources. Second, being the environment itself s it's difficult to estimate the environment which surrounds us as man has created an artificial environment that is stable but not that dynamic as natural one so to create a balance between both the policies should be drafted that don't create any negative backward loop. The third is that the policies drafted have to discuss with the higher authorities by keeping track of the deadlines to be implemented as they are not just paper stuff and have to be implemented into practice. Like its duty of UN, members to see that policies fall in their place and that peace and harmony are maintained in the environment.
