Central Asia doesn't have a problem with too much private enterprise, but it is the other way around, it has a problem with too much state owned enterprise. The countries of Central Asia, Kazakhstan, Uzbekistan, Turkmenistan, Kyrgyzstan, and Tajikistan, after their independence were all ruled by leaders that had big fondness towards the socialist system of before. Some of the leaders that started to rule over the countries in the early 90' are still in charge. Big portion of the enterprise in this countries is state owned, with Kazakhstan being the least extreme, while Turkmenistan is being pretty much like North Korea in Central Asia.
