- New oceanic crust is created;

At a divergent plate boundary, the plates are moving away from each other, thus living a space between them. That space is filled in by the magma penetrating from the mantle layer, and as it cools off it creates the new oceanic crust.

- Old crust is destroyed at subduction zones;

The newly formed crust is pushing the old crust away at the edges. When the old crust comes into a situation to be at a convergent boundary, it will start subducting, thus go into the mantle layer and get destroyed.

The new crust formed at the oceanic ridges is building on mass and size constantly, so it is pushing the old crust away towards the edges of the plates.
