Wind is moving air and is caused by differences in air pressure within' the atmosphere. Weather is basically, the temperature, wether it's humid, wet, soggy, etc. Weather is mainly the deciding factor on how things will be in the area you are at. It could be raining, in let's say New York while it's hot and humid in Texas.
