    The USA is using a cap - and - trade approach which was written into the 1990 Clean Air Act. It required cutting overall sulphur emissions in half but each company was free to decide how to make the cuts. Power plants that lowered their pollution more than required could sell those extra allowances to other plants, which actually resulted in a new commodities market being born

    Since the implementation of this Act, sulphur emissions have gone faster than predicted and at only one-fourth of the projected cost. Since its launch, the cap-and-trade for acid rain has been widely regarded as highly effective at solving the problem in a flexible, innovative way.
