Why doesn't the water going over niagara falls empty the lakes it comes from?

    Because of rain / the water cycle

    The water going over Niagara Falls does not empty the lakes upstream because there is water re-charge to the Great Lakes from both spring snow melt and also rainwater so that it balances what is lost through the falls.
