    Germany began the 1930s with an extremely weak economy, but the Nazis soon established a dictatorship; as a result, the government could pursue militaristic policies without fear of opposition. Bycontrast, Japan entered the 1930s with a relatively strong economy but a divided government; many powerful Japanese officials opposed military expansion.
