In 1803, President Thomas Jefferson purchased the Louisiana Territory from France. Someone might have argued against the purchase on the grounds that

1. Jefferson's action was not expressly permitted by the U. S. Constitution

2. a majority of the Senate opposed the purchase of the Louisiana Territory

3. Jefferson violated states' rights by his purchase of the Louisiana Territory

4. the purchase of the Louisiana Territory from France could lead to a war with Spain
