Why would a community's long term plan include a new mass transit system

If a community wishes to sustain itself, a prime way to get in and outout of the community is through a mass tranit system as well as to prevent traffic jams if the city were to expand to a metropolitan. New York, for example, is large and has a. mass transit system and not a one-lane road.
