    I believe that South Vietnamese army officers and government officials were sent to reeducation camps.

    It's definitely not communists because Communists were the ones who created these 'camps.' It's not school children and journalists either, because these camps served the sole purpose of torturing and incarcerating political enemies of Vietnam following the Vietnam War.
