    A policy is not limited to the motives of the person who decided it, often times policies created by a person with good intent can be used badly or vice versa. For example, the 1890 Sherman Antitrust Act was intended to stop trusts and monopolies, but often times in was used against labor unions, to the benefit of those same monopolies.
