How did the different rulers of the Arab empire create order and security?

Arab leaders tended to use religion to create order. Many Arab countries were, and still are, governed by Islam. They expected their citizens to uphold the Five Pillars of Islam and as they claimed to be the righteous caliphate, their citizens were to respect them.
