How could a terririory become a state under the northwest ordinance?

A.) Once a state reached a population of 60,000 it would be admitted to the Union, but it would not have states' rights until the population was 100,000.

B.) Once a territiory government believed it was ready the state governments had to vote it into the Union.

C.) Once a state reched a population of 100,000 it would be admitted to the Union with the same rights as all the other states.
