What are the goals of the Paris Agreement? Why would a developed country be hesitant to agree to its mandates?

The goals of the Paris agreement was to reduce carbon emissions and a global warming goal of an average 2 degree Celsius. The main reason why the agreement has remained elusive and especially for developed countries is because of the tough balancing act of resource use and economic development as outlined in the sustainability debate.
