Its kind of like what Napoleon tried to do to the English during the Napoleonic wars. He instituted something called the Continental System where he blocked all exports from Britain from reaching the European Continent. It is meant to destroy an economy at the home-front so the home-front can no longer pay for the commodities that are necessary to fight a war.
