colonies with the most slaves usually had the strictest slave codes, and that state would be Virignia. In 1705, the government of Viginia enacted the Virginia slave codes which regulate the treatment that could be imposed to slaves when they're interacting with 'regular' people, including the amount of lashes that should be given when the slaves made mistakes.
