The parliament introduced petition of Rights to prevent the king from levying taxes. Charles I violated the provisions of Petition of right because he believed he had the right to do that. The parliament refused to finance foreign wars while Charles I wanted new taxes to crush the rebellion in Scotland. He clashed with them all the time which is why his rule ended prematurely.
