The Patriot Act, expanded the government’s right to monitor private communications was passed by Congress following September 11th attacks. Two arrangements of the USA Patriot Act are unconstitutional on the grounds that they permit court orders to be issued without an appearing of reasonable justification, a government judge ruled Wednesday.
