Why were world leaders concerned about the security of nuclear weapons in Russia and the Republics after 1991?

Because russia was involved in the cold war and had more nuclear weapons than usa ... in that moment everyone in usa was preparing for a nuclear war, so it was very important whith whom russia will become an ally
