    The Civil Service Reform was important to the development of the United States because it replaced the spoils system and replaced it with the merit based system. The spoils system entailed that federal employees would be given jobs based on their political affiliation and support of political parties. This is no longer the case under the merit based system. Thus, the political bias has been removed from federal jobs.
