A custody dispute would be handled by the state where the divorce was made legitimate. A dispute over a state law would similarly be handled in the state where that law is in effect. A law regarding immigration, however, involves multiple borders and, in the case of Arizona, an international border with Mexico. As such, a court case would be a federal issue due to the presence of borders.
