You have described the Berlin Conference which occurred in 1884-85 to create a peaceful means of carving the continent of Africa. Of course, the Africans were not represented and viewed this as conquest instead of a peaceful negotiation. This would settle European fighting over land and begin a 80-90 year period of European colonization throughout Africa and the world.
