    Hay's policy concerning trading rights in China was the: b) Open-Door Policy. The Open-Door Policy was to keep China open to all trade with countries on an equal basis, where no one power was controlling the country and for Chinese authorities to collect tariffs from all countries, including their own. This was seen as incredibly humiliating for the Chinese, as it seemed like China wasn't making decisions for itself and the United States was doing it for China instead.
