In federalist 47 how does madison justify the intermixture of powers with his theory of the seperation of powers

    He claims that never has there been a case where the three branches were separate completely and that they always intersect a bit somewhere. He states that this is not something bad but just common practice and is not something that should be taken as a serious issue.
