    The answer is A African Americans had been unfairly denied access to them.

    There are numerous cases where African Americans experienced discrimination during that period. Although America has Civil Rights Act of 1964 which prohibited discriminations in the said areas, segregation became a barrier that made it these services inaccessible to them.
