According to John Locke, what is the primary purpose of laws?

    John Locke, an enlightenment philosophe believed in democracy. this is where people get an equal voice I government. is famous saying is if a gov. were to break a man's natural rights (life, liberty, and property) then that individual has the right to overthrow the gov. and create their own. so each law should follow the "spirit" of the law.
