Jefferson thinks the people at the constitutional convention are over-reacting too shays' rebellion. what does he worry they might do as they write the new constitution?

    Jefferson though that the government overreacted to Shay's Rebellion because he believed that the people should be powerful enough to rise up against the government occasionally. Therefore he was worried that the new Constitution would make the government so powerful that the people and the states would be relatively powerless.
