Abraham Lincoln pocket-vetoed the reconstruction plan bill and refused to sign until Congress had gone into a recession. The reconstruction plan was a plan by Lincoln to reintegrate the confederate states back to the union. It granted a presidential pardon to all southerners who took an oath of allegiance to the union except political leaders. Radical Republicans opposed the bill for believing that the south shouldn't gain their rights back easily. They believed 50% should take the oath of allegiance to the United States compared to Lincolns 10%.
