What role does Ford believe Congress should play in American politics? What role should be played by the Presidency?

As the only president who was never elected to an executive office, he came out of Congress and believed that the legislative branch (Congress) and the Executive branch, (President) should work together and cooperate (something our current president and congress seem to know nothing about)
