When it comes to ethnicity, most citizens of Mesopotamia were Sumerians and Akkadians. They lived together under a single ruler and they didn't clash much and didn't fight against each others. Race was mostly the same for everyone because there was no way for other races to join them, so the country was mostly about a single race and different ethnicities working together.
