Which progressive president supported big business as long as they practiced fairly?

Theodore Roosevelt supported businesses in this manner. He felt that businesses that operated fairly and treated their workers like integral assets should be allowed to do what they needed to. However, those that took advantage of their workers and tried to cut corners should be regulated and have penalties brought against them for such actions.
