    I believe the answer is: Job opportunities.

    At that time, most newspapers would provide a specific space solely for cartoons (about 3-6 pages).

    They then announce newspapers readers that they could try and send a short comic strip by their own and the newspapers would pay them if they decided to publish the strip.
